The faster I am able to download a file, the more the CPU utilization increases by vsmon.exe If I'm downloading and getting 850 KB/Sec CPU usage by vsmon is about 15%. I've no idea what they are doing... The CPU usage returns to normal levels when the download list is hidden. I understand it can be very difficult to diagnose a problem with limited information...

Stress test with 150 tabs opening simultaneusly and a video running in the background did not cause any noticable CPU lag. Every Payday 2 update I got, even if it was 50mb, lagged my computer like hell. Steam froze for a few minutes, but didn't use up the entire processor doing it, then the download completed and Steam launched all of a sudden. In my case, this was caused by the Flash animations on the steam home page in the Store tab on the client. As for usage, I don't see it using quite that much.

Now I have Fraps, Steam, Origin and a few monitor programs and it's using 1% Jumps to 2-3% sometimes. Also, you are now depending on a (UN-supported by Microsoft) version of Windows XP SP2.
